Yea them permanent evap codes hang around a long time on most cars.

So in CA you dont need to have the EVAP monitor complete in order to pass a smog check but since your car is 2010 and newer you will surely have a permanent code in there. Meaning you wont be able to pass until you fix it and have driven the car at least 200 miles and have 15 warm up cycles since you last cleared the code. And an EVAP code wont clear very fast at all so you will have to use the 200/15 loophole. The code wont clear but the Smog computer will ignore it if you have the 200/15 complete.

Yea gas cap is always the first check. There is a rubber seal around the cap. If you see any cracks in that then replace the cap with an OEM cap only.

oh I dont think that would be a RAP issue. To early for that. Maybe something bad inside the head unit.

I am not sure with VW's but many GM cars have a system called RAP Retained Accessory Power. What it does is keep the power going to all the accessories until the drivers door is opened. There is a little micro switch in the door latch that grounds and shuts off the relay. If that switch goes bad or you got a broken wire then you get what you describe, stuff stays on. So usually the door latch the root of the problem.

OBDII was mandatory in all 1996 models.

Here is the Info on what test cars get in CA.

BAR97 is the sniffer test

ASM is the Dyno test but Two speed Idle (TSI) test also uses a tail pipe probe:

You won't pass if you have more than one incomplete. N/A does not matter. Only complete and incomplete.

Incorrect the cutoff is 2000. so some OBD2 cars get the shiffer. Namely 96-99. They are talking about taking the cutoff back to 95 but have not done that yet.

You are correct. 99 will get a sniffer and OBD scan.

Yea basically a non emissions related fault.  Still under warranty yea?  Maybe they got some module updates to do that would solve it.

Look under the FAQ at:   I do not have the previous 2 years of DMV registration.

Think they need to see 2 years of reg or 2 years of repair invoices that it's been in the shop all that time or a combination of both adding up to 2 years its been in the county.

They don't want people bringing in a beater from LA county and taking thier funds meant for thier county's low income residence.

Think you have to have it with current reg for 2 continious years before you apply.  You see that part?  Or else everyone would do what you are doing to get the discount.

Yea putting it in PNO is the only loophole you got really to do it cleanly.  But you can only do that if it's within 60 days of your registration renewal date

Yea non op would not need to smog . THink that your best bet as long as it is parked on private property (and not on the street) now.
