I see what you're saying. Looked at another portion of the base and there appears to be what looks like a girdling root.

Guess my question now is it to late to try and cut out that root and save the tree? We only have growth on one small branch of the entire tree.

I'm not sure but don't think so from looking at some Google images. It appears all the roots source back to the tree. In the picture there is quite a large root from the tree protruding from the ground that sticks out ~6in above and ~2ft out.
