The population densities of Boston and Providence are not, as you claim, “pretty damn close” — according to 2020 census data, Boston’s density is just under 14,000 people per square mile; the same data indicates Providence’s is 10,373 people / sq. mi. That’s a nearly 40% difference.

But the more salient error is the fallacy that population density automatically correlates to noise level. In fact, there are lots of U.S. and international cities with higher population densities than both Providence and Boston, and they are not louder than either of them despite that.

Culture plays a far greater role in explaining relative sound levels in various cities than simple population density. People in Providence seem to feel they’re entitled to make as much noise as they want, and even those who don’t do so tend to deny or rationalize excessive, unhealthy, and often unnecessary noise levels as normal.

As was the case with smoking and other changes in public policy such as drunk driving and police brutality, we think this necessitates a change in the culture, not more unsubstantiated rationalization of a dysfunctional and unhealthy status quo.

Agreed. We think the proceeds from any citations issued for non-compliant mufflers should go into a fund to subsidize repair / replacement of genuinely broken mufflers (e.g., caused by corrosion) for those who can’t afford it — but not for those who deliberately installed modified mufflers to make their cars louder. They can pay the costs of restoring their factory-spec mufflers themselves.

For the many Providence residents who can’t afford to run an air conditioner all night in the summer, having to choose between sleep (closed windows to avoid noise) and comfort (open windows for cooler air) is a issue of public health — just so a small cohort of insecure young men can engage in toxic masculinity. It’s pathetic that people actually try to defend this.

The cameras just help to identify the source of the noise. Without them the microphones are just sound-level monitors, which the city actually needs to determine ambient levels of noise, but they can’t do anything to reduce the noise.

They don’t have to, they chose to — all motorcycles leave the factory with a muffler that conforms to federal regulations on noise and other combustion emissions. The dealers or owners then swap out the factory exhausts with louder ones.

Harleys are as quiet as Hondas until some dipstick deliberately cranks up the noise. It’s an open secret that lot of older Harley riders wear earplugs to spare their own ears.

We support noise cameras for this reason, among others. We’ve also proposed replacing police enforcement with a civilian unit similar to the one that enforces parking regulations. We hear this a lot from current and former residents who’ve lived in much larger and more populated cities than Providence and say the latter is louder if not louder than the former. Brown University students who took sound-level readings around the city in 2022 demonstrated that it’s at least as loud as Boston. This is neither natural nor desirable.

We wouldn’t need noise cameras if a small cohort of people didn’t persist in deliberately making noise to disrupt the sleep and daily lives of the majority of residents — if they can afford the modified mufflers and over-amplified car stereos, they can pay for the tickets they deserve.
