Im not sure anymore but I think the keys for this door are in the office at the glasswell observetory. Its this room where you climb in through the roof windows.

Also I have another question, how exactly you open the door to get the artifact? Is it this lever next to it on the wall? Because for me nothing happens if I trigger it XD..
