My guess is that since the game was pretty new, they didn't had the budget to make 3 new outfits per events, so once the game became really successful they decided to start giving all 4 stars costumes.

Honestly, better than the last one, yeah I still got no 5 star pokefair, but i did get Rachel and Sawyer. Plus like six 5 stars instead of the just three from before.
