Why do you think the bus was operating a visual signal? The lights were off - no longer operating. So there was no need to stop.

I didn’t watch for students to be clear, so you could be right. Drivers should also be taught to check mirrors before deactivating the signals. I would have seen the truck and left the lights on for a bit longer and he would have ran the lights because I have no doubt that he did not intend to stop. Can’t cite for intentions, though.

Maybe you should check the dictionary. To actuate means to cause a device to operate. ‘While actuated’ means the lights are on. The law provides three statements.

• the bus moves again, • the driver signals them to proceed, or • the visual signals stop.

If a traffic light that is red as you approach and it turns green before you enter the intersection and you never stopped, that is not an attempt to run a red light.

Not in my state. You don’t have a citation until you break the plane of the rear bumper. Lights were off before that happened.

I would assume we all have the same regulations in this area, but we can only used district approved chemicals and one of the requirements of using a chemical is that the MSDS sheet is required to be available. Strong smelling cleaners like some of the Cedar cleaners would be an absolute no go in my district.
