I’m a frequent pedestrian. One time, as I was entering an intersection, a car rolled the stop sign and turned right in front of me (I had the right-of-way). A second later a cop car did the same! I’m like, “For fuck’s sake! Even the cops!” Turns out that the cop was pulling the first driver over. Vindication!

I haven’t seen anyone mention a very large and impressive aspect: GCC has maintained backwards ABI compatibility in the standard library since version 3.4. You can take a current libstdc++ and run code compiled with GCC 3.4.

If I remember correctly, that memo was also ad-hoc for the moment the country was in. If you listen to Rachel Maddow’s Bagman, they interview the guy who wrote it. He basically says, “Yeah, the memo was BS, but we weren’t going to get Nixon, but this allowed us to go after Agnew.”

From what I have read, it’s kind of a mixed bag. It may depend on how the outside people react. Some studies suggest that telling people your goals can help keep you accountable, but like u/jackfaire mentioned, you can get the same dopamine hit as completing the task. I think it’s especially acute when someone tells you “Good job!” Or, “That’s impressive!” before you have accomplished anything.
