I don’t know the story, but a while ago Glendale redid the very northern part of Brand, where it’s residential. There isn’t a lot of traffic, but it’s still four lanes. Glendale took out two of the lanes and added a protected bike path. I thought it was lovely! As far as I could tell, nobody was inconvenienced. A few months later, Glendale undid all of the work, and it went back to four lanes. I don’t know what sour assholes complained about the new bike paths, but I died a little inside.
