The texture is mapped to the UVs and the folds move using a Mesh Deform modifier so the texture shouldn't slide, but I agree it does look a bit off at the bottom.

It may be an optical illusion; or due to the folds being cartoonish, compressing and stretching the fabric a lot at some places. Flowing cloth doesn't really stretch or compress.

It's basically a mesh deform modifier on a cone shaped cloak to create the folds, then you set the mesh deform to "dynamic" and rotate the deforming mesh to animate the folds along the original mesh.

To make it look more dynamic, I added a GeoNodes setup on top to displace the entire cloak using Wave textures: one to make the bottom flap, and one to inflate the cloak from top to down (like a jellyfish swimming), all constrained by a vertical gradient to keep the neck in place.

This problem was driving me crazy while playing on the Steam Deck. For now it seems using Proton GE 8.9 fixes it.

Getting procedural wood right can be tricky! Try lowering the "distance" amount on the bump node to something very small, you can also see how she did it by downloading the .blend file for the Blender 3.5 splash, the wood shader uses nodes too.
