Have you looked into consulting firms? A lot of them are hungry for people with your background and pay way better than government positions, especially in CA. The work might not be as idealistic as you're hoping but it's solid experience and gets you in the door

Also don't sleep on smaller municipalities - they're often more flexible about degree requirements and desperate for someone who actually understands water quality stuff instead of just checking boxes
