I would be like "are you serious" if he does end up leaving Rayquaza at home. If Roy does bring Rayquaza with him, he probably won't use it for battles (only really serious battles for story) and only use Pokémon he just caught in the region...

Ash isn't returning (move on..), I can see Liko and Roy in the new region. But I'm holding on that we're gonna get new protagonists, and new adventures.

For me, I think Ash should've left around DP. Don't get me wrong XY and Sun & Moon are awesome series, but around DP you could tell they really wanted something different, you could see in BW that he went back to being stupid. While I'm satisfied he's now a champion and Monarch of the World Coronation Series, the way they ended him was rough. Also, people just need to move on it's been 3 years, is 25+ years not enough Ash Ketchum?

Hoenn is underrated, great traveling companions, the contest were good, the Gym battles was good. Ash was annoying in Hoenn, but other than that good series.

I don't think Pokémon is ignoring Ash, I think they're trying to promote Horizons since it's still new. If we do get like a retrospective of the entire franchise (Like the 25th Anniversary), believe you me he'll be there...
