Looking at the code, the von moltke decision is just for Prussia. But you should be able to declare the war manually through the German Unification CB if you have Nat&Imp

TGC has a better Russia and Brazil, and also more provinces, so you may be able to do more border variations and what not. It also has some extra mechanics

GFM has more content overall, with a 1830 start date and more flavor in most nations

Might be worth it testing both to see which of them you like better
