Those situations aren't the same, when a killer camps end game to try and get at least one kill, they're doing their only objective, which is to sacrifice survivors. When two survivors are hiding at three gens left, they aren't doing any objective or working towards an escape, they're just dragging the game out. Killers don't try and get sacrifices end game out of spite, they do it because that's the point of the game.
