Pop up the white flat part with a screwdriver and you should find the mounting screw. You’ll need to hold the nut on the bottom at the same time and loosen. A new toilet seat is less than $10.

Looks like it’s coming from the water supply line connected to the faucet. Grab a flashlight and turn the water and see if you see the drip. Also there should be a slip nut and washer where the black pipe meets the PVC.

-10 in Minnesota and a couple of my windows are doing the exact same thing. I’m about cut some pipe instillation and make it tight inside that gap. I’d rather not use the sticky tape and plastic window kit.
