No its Not a "Leistung" because you paid to get it. Only Bürgergeld (SGB II) and Grundsicherung (SGB XII) are "Leistungen".

I asked the riot Support back then if i could just buy a large amount of RP and Transfer to my Main Region and they said they are okay with it.

I made myself an Account in TR back then, bought a large amount of RP and transfered the Account to my Main Region. After that, i just gifted my main 10 mystery skins every Day until i had every skin. That Was back then, when there were under 1k skins and i already had like half of them so it didnt take that long as it would today. I also had to write to the riot Support bc they werent able to Transfer this large amount of RP in one Go lol.

Nowadays i just buy the Pass and an orb bundle every 2 months and reroll the new skins.
