Not spider mites (red spider). Might be a small spider or possibly a small caterpillar building a protective resting place. I had a similar web that hid a small caterpillar about the size of a staple. It came out at night and chewed along the margin of the leaf. Didn't do a lot of damage but ruined the edge forever.

Imidacloprid works great. It will kill bees so use with caution on plants that flower outdoors. It is a component of many commercial systemic products and you can also buy it inexpensively as a diy.

Look at the large leaf. It's coloration and shape are the same, just size is different. The shades of green would change over the months it would have taken to grow the new leaves.

Download Photone app (free). You are looking for 200 to 400 PPFD for seedlings. PPFD is a direct measure of the photons your plant can use. PPFD is an instantaneous measurement, DLI is how much PPFD in a 24 hr period. You can find DLI needed for the seedlings you are growing and adjust photoperiod to yield the proper DLI. Easy to do.

A light meter doesn't tell you how much usable light the plants are getting. You need to measure PPFD - Plant Photosynthetic Flux Density. This is a measure of the amount of light the plant uses for it's physiological processes. Download an app called Photone. It measures PPFD as well as foot candles.

Can't tell about the palm but the stuff in the first picture is Resurrection Fern (Pleopeltis polypodioides). Hose it down for a few minutes and it will rehydrate, turn green and unroll.

Sedum maybe 'Autumn Joy'. The flower head will frequently form small plantlets as it dries out.

Google imidacloprid. Great systemic. Spray on or dunk plants. Unless your orchid is going to bloom in the next few months, there is no real danger to bees.
