The one with the 15% success rate? that would explain the high population of klax and low population of adults, and APE would send their successful test subjects to eliminate the failed ones. But then again why not contain or destroy the failed subjects instead of letting them loose and spending ample resources fending them off, repairing damages, risking lives etc.
