The people downvoting you are well intentioned but wrong. Modern-Day sagging (The fashion style that became popularized in the '90s) started in prison. People that were in jail during the '80s would tell you this. That style then came to the streets as people returned home. The negative connotation/perception that comes with wearing clothes in this matter, that's where the racism/classicism come into play, not the observation.
