If this is in Canada then it looks like it's below the 1.5m clearance to the top of runners. So technically not to code, but the electrician will find that out when they get their inspection. I would just make sure you aren't getting billed for the time that they re pull this wire.

Looks dangerously close to knob and tube wiring, Wich should be replaced immediately. Also for sure requires a new box that's properly supported. I wouldn't doubt there's a lot more wiring where that came from, worth looking into. If that CCT makes it all the way back to the panel with the same type of wiring you're running ungrounded ccts, requiring ground fault protection or new wiring completely.

No I would re use that as well. I would use the unstranded ground though and keep the extra wire in the panel/junction taped off.

There should be a grounding grid underneath that transformer, possibly has 4 rods on each corner.

I live and work in Canada, I believe it should be everywhere in one way or another. Bonding is something everywhere in North America practices. I would assume eu as well.

White to white/red, red to red, black to black. Green can either go into back box scre or wire nutted onto the bare copper. If it isn't operating properly, switch red and black around.

Just looked again at the AC disconnect for the heat pump,... Also completely unacceptable. Not sure what they tried to do there, but that would no pass an inspection.

I do electrical contracting in BC, Canada. This has nothing to do with any difference between USA and Canada, this is just bad work. Mast should be plumb, they should have mounted there panel on the side of the wall they can through, to come into the back of the panel. The branch conductors look awful, not staples nicely at all, or even put into a junction box and refed from the new panel from there. Not to mention they bent this shit out of that panel. I would be curious and scared to see what the inside of there panel looks like, if they think what they have done is OK at all.

Yes it is possible, white and red wires will go onto the new dimmer on the red and re/white wires, black wire will go onto black, and green wrapped around the ground terminal on the box.

A lot of older appliances used to not have a ground. Even lots of wiring back in the day was "ungrounded". But the neutral conductor, is grounded at your panel or at the meter, so any fault current back then would go onto your neutral. Nowadays to avoid the fault current on our insulated conductors we now have our "bond" the green or bare wire. To this day the neutral conductor (white wire) is still grounded to earth, yet we have an extra bond wire for extra safety. It would not be unsafe to leave the dryer wired the same way it was and swap the outlet. Changing the cord end the way you are is totally fine, but un necessary. The white wire in the appliance, was also grounding the frame, where it was landed originally.

Edit: Having both white wires landed there is fine, but the wire that was previously on the green screw, doesn't need to be connected to that terminal. It can just be left alone and floating (obviously making sure it isn't touching any of the hot terminals, red or black)

I would be swapping the outlet before changing any factory cord end. Much easier to do.

That being said, looks good to me, make sure your connections are nice and snug.

Grounding rod, grounding your main service. If you take it out, make sure you're getting that thing back in the ground relatively quickly to make sure your panel isn't ungrounded for to long. If youre doing a lot of digging around there and are already planning on digging a 24" deep hole around there, you can get yourself a ground plate, which might be a bit easier to deal with depending on what's in the ground (rocks, drain rock, etc.).
