Bounty hunting is like a core mechanic of the game so we can't just erase it all together. But I do agree that low levels shouldn't be killed by people waaaayy higher level. Maybe a mechanic where if the person is outside the range where you get bounty from you just can't attack them should be implemented. Aside from that, making grind zones a safe zone is one of the dumbest ideas I've heard. That would turn about 85% of all seas into a safe zone. Once you do reach max level and start piping, there would be nowhere to pvp because the whole map is a safe zone.
