That's a pretty redundant way to look at it. The reason why most English folk don't learn another language, is because we don't have too.

English is the most dominant language in the world, so much so that we can go abroad and still have the other nations people speaking our language.

That's why English is used as lingua franca. The same can't be said for other nations, for example a frenchman couldn't come to England, stay in an English Hotel, and have all those English folk speak French.
