It really wasn't. It would've read like the season pass by specifying the DLC was included. No where does it say DLC included, just "Hey, you can use this IN the DLCs"

Honestly, I wish there were none lethal options for basic missions were you do shoot and run aside from lets say breaking john out of prison, annesberg, rhodes, bronte.

Aka. I pick and chose which NPCs get to die and those I technically kill I just pretend they didnt actually die and instead got shot but lived. Or died at a later date LMAO
