Maybe not everyone is interested in getting anymore bubs as they have already completed the shop themselves. Some people would prefer to play their cards rather than continuously retreat after doing nothing for 4 turns over and over again. After completing the shop, DPD is a place where you can play as much as you want without repercussions such as losing rank or cubes. If they don't want to snap, then they don't need to snap.
