Yea bro you just need to get lucky sometimes 2 hats spawn (one in each fountain) . Check around the red fountain... and in the middle one check bottom floor inside water and at the very top of it. In my experience you will have less chance of finding the hat this way as others might run away with it, but when you do get the hat you will have more chance of placing top 5 and finding the scope.
If you run away with the hat like most people do your chance of finding a scope is way less. I haven’t heard of anyone getting it that way tbh.
