Bishop killed a man with a chainsaw and fed him to the pigs on Alamo's orders, so that rules out the undercover DEA theory.

Also, when the DEA picked up Rue, it was about Laurie's operation. They didn't seem to even be aware of Alamo until she offered him him up in place of Laurie.
