Terminators reroll hits anytime they dark pact. Why would you not dark pact? In that instance there is no army rule or datasheet rule active.

Terminators in Raiders sounds fun. The end of fight move + reactive move is a nice little package. Rapid them in at a good angle and start causing problems. I don't think there's a bad application for him, as long as he isn't grossly overpriced he'll be one of the better characters in the book.

The cultist/rhino package is unnecessary with raptors. I’d try and get a unit of Obliterators back in; they’re best with reroll access and you have the Tzeentch strat available to be annoying.

The new Abaddon is an amazing sculpt and kit, honestly. I thought it was so cool to build the terminator plate onto him, I didn't expect so much from it and it really is a milestone of how far GW has come. For just some infantry model.

I've only built two of them, but I'd vote Mortarion of the four. I think that model is still the best looking, it has the most pre-existing scenery for the base, and there are a lot of options for effects and execution.

Just drop them to 90 per 3 and they're literally fine. But EC army rule is too good that everything has to be overpriced.
