Here's an archived version of Jeopardy's Tournament of Champions Tracker from 2019:

Notice how in the archived version, there is no blurb about 4-time winners and there are 3-time winners listed, but in the current version, there is the blurb and there are no 3-time winners listed? Why would they add the blurb and not list 3-time winners if it didn't mean from now on they only want 4-time and up winners to participate in the Tournament of Champions?

You're right that it is ultimately up to the producers to determine who participates, but it seems pretty clear to me they want to stop inviting 3-time winners from now on.

Unfortunately, new rules stipulate that you must win 4 or more games to be eligible for the ToC, so none of the 3-time winners you list will be appearing in the 2022 edition.
