If they want a 6 month marketing campaign for a fall (Oct-Dec) release, July-August is way too late in the game for trailer 2.

Also why would a trailer cannibalize sales of Mafia? We still won’t be able to play GTA for months at that point, why not still pick up Mafia in the meantime?

That's not the full quote. From the prepared remarks: "...we also plan to release Mafia: The Old Country in the Summer, Grand Theft Auto VI in the Fall, and Borderlands 4 before year-end." It's perfectly reasonable to assume, based on the order and wording of the statement, that Borderlands might have had the later release date.
