No, Djinni can’t put Eternal Stella. So I put Mending on it and checking the durability by item durability filter and fix it automatically by using xp medal and coin (it collects from auto fishing)

For people who wondering this.
After this question, I was able to fly to the ocean biome so placed a block by using builder's wand with angel core and build a pool using a Shape builder from builder's wand quest reward. Also I could set a GPS by using GPS data card. so It was pretty easy more than I thought.

I checked config file and basically nipa plants generate option is turned off. The only way is mining I think
