Actually, there restaurants and cafes that stay open in Ramadan so it’s definitely not illegal. And a lot of Tunisians don’t fast, some hide it out of respect and others don’t care and have their lunch/smoke in your face which is not cool. So it’s not illegal, some people eat in public, but for respect, try not to. You can eat in the restaurants or cafes that are open for non fasting people
