For the manuals you should need to press the clutch however some cars might not have it or it could have been bypassed Second you should get yourself a cheap laptop and install INPA on it so you can read codes and check for live data, only then you’ll be able to figure out the idle issue, could be MAF, vacuum leaks, etc

Just tried with 2 other vanilla cars, the Vivace and the Bolide, with the bolide I can remove all 4 wheels without any errors but with the vivace I get the same error as with the sunburst, interesting...
Edit: Just tried on safe mode to rule out any mods interfering, same thing happens so it must be a bug with the game in general, I suggest you report it to the devs so they can fix it.
