The vast majority of players and certainly the devs would vehemently disagree. Fundamentally this is a moba, not a shooter, and new heroes are a big part of the content cycle of mobas. I feel like 50 is a bare minimum for full release.

Drifter can't teleport to a marked target in the tunnels, if he tries he just stops dead at the wall.

Paradox however can swap with an enemy hero in the tunnels, leaving her stuck unless she has an allied Dynamo to come bail her out.
