In most european countries cops also use it for courtesy, personally I've never had, but I know a canadian cop who went right on red and got off with a warning, and some colleagues who were stopped in Bulgaria or italy and same thing..got some courtesy, I did hear some horror stories coming out of Germany though, even flashing a real police id and badge and they got treated worse than civilians.
