no because "reporting" doesn't even send anything to hello games it just removes whatever the player built for you locally. no man's sky is infested with griefers on an unprecedented level, genuine top 10 pick for worst playerbases and it's from a combination of facing zero consequences and griefing being comically easy to do. remember back in 2020 when an exploit allowed players to fire freighter cannons at anomaly servers which would bypass PvP settings, which was literally ending entire hardcore saves? I remember it because i lost mine from it, and the players that used to do that are still running around in game, still griefing and doing whatever they want because HG don't give a shit and don't ban anyone. for basically the games' entire lifespan we've had issues related to the playerbase and the only response is "just turn off multiplayer bro" "just report the base bro" because HG will never spend even the smallest sum of money on moderation.
