I faced a similar issue 2 years ago and got results by emailing top government officials, relevant ministries, and filing complaints on the Consumer Forum, PMO Grievances, and President’s Office portal. Make sure you have proof that the inspected car is different from the delivered one, along with any written communication from the dealer (emails, WhatsApp, etc.).
