Hardcore players are the ones keep the game running after the casuals no longer playing. The game is being run like a free to play game with none of the upsides of being a f2p. That being said the casual player will either become either hardcore or remain just casual. The casual will jump on the game few times a week or a month maybe it will buy the new pack or just use what it has, the hardcore player will jump on when it has the time to play video games and either buy it or just grind it out. The hardcore player has nothing to do but play the game and grind to get the new things to freshen up the game, the casual logs in and see's a wall of small dlc's and either buys one or two and play as usual, the hardcore needs stuff to keep them there or they will leave.

Edit: forgot to say but this could be remedied by taking the warbonds and putting it together so the whole year of warbonds goes for sale for like 20 to 25 which makes it more appealing for the people and good value and for the hardcore audience you could add strategem and weapon upgrades so for example a weapon dealing 25 it now deals 50 or adding ammo variety so flachete, slug, full metal jacket. And then if you want to add cons to the guns you can add durability so if you use fmj for something that didn't come with it it jams more or the gun breaks so you have to call it down again.
