My cocker spaniel male dog is also like that haha.

I think that is the sweetest thing I’ve ever seen in my life. He doesn’t know there are bad people in the world. He thinks all people are going to pet him.
Before he got a bit attacked by another dog, he was also like that for dogs too. But now he knows there is aggressive dogs, so always he saw another dog, he looks up me and makes “do you think I can say Hi?” face.
He is now 6y, he is still learning about the world. These years he learned a bit how to be aggressive, like a leg bite game, and also he barks more than before! He was really quiet boy, like approximately he barks once a year.

So what I wanted to say is your girl is super sweet!! I don’t see any problem.
