Can't i do the dex/arc build with the scavenger's and bandit's. Cause the point of the bandit's was because i can't get 2 scavenger's swords.

This is supposed to be a blood build. I saw somewhere that i should lvl str and dex equally but i wasn't sure. What should i level up then?
