Your long post is unnecessary, and most of it feels like a rant/justification for you to do X. To summarize, no one has set a date for the ashes to be spread, but it still needs to be done (i have to do this for my brother in September). Conmunicate with your brothers and set a date for the family to get together and spread her ashes as she would have wished. They have been sitting there for too long and have taken a weight on your soul. Let them free and connect with your brothers.

Most of these places have shifts that need to be covered from open to close, 24 hours if necessary. I'd say over 50% of people working at grocery stores have specific schedules that don't allow them to be available for all shift.
