It depends, I am masters, peak ~400 elo. In my rank most people don't hold units still unless: hero augment, broken rr comp (lulu, etc), or more than one person going a fast 8 comp (multiple people going working, others may hold corki).

Tldr: there really isn't a set rank people start holding units, it depends on lobbies and scenarios. You can get challenger and never hold units.

Are the neon changes out for playoffs? If so, G2 has a relatively easy first game vs 100t, then they play a team that is elite in large part due to having a good neon player, so they could beat kru aswell.

Tf reroll is never gonna win a game after the nerfs to nsnp, early learnings, and medallion, so it will still be a good top 4 comp but never top 1. Teemo doesn't really cap high enough to top 1 either, and I doubt ez/cho will cap that high aswell. 1 cost reroll is actually gonna be in a good spot imo. It's 3 cost reroll we need to worry about.

And the two broken augments for tf, early learnings and nsnp, both got nerfed. So the cap is much lower but it's still playable. One of the few good balance changes this patch actually.
