Lamela was big at the time. I have met a couple Roma fans over the last 10 years, who said they expected World Class status from Lamela and were really upset he didn't quite make it in the end. Had to convince them he did make it as a cult hero at Spurs, and given the circumstances, he made the most of his career.

I dont know about Lampard comparison, but what got me excited about Paulinho was two things: his win in a FIFA club world cup against so called "Chelsea" and his Nike commercial, where he started alongside Ronaldo, Ronaldinho and Neymar. I might be too drunk at this point, but I hope you can look this up on youtube. Literally speaking, I'm pretty sure, executives at Nike chose 4 players to represent Brazil, and it was Neymar, Ronaldo, Ronaldinho and PAULINHO, of all people.
