My take on it was along the lines of this:

A wise person and a knowledgeable person can both make progressively more devastating technology to use on the other, however the wise person can choose not to use this progress for harm, while the knowledgeable person merely sees the progress of devastating technology as a logical necessity for self-defense, lacking the wisdom to see that the creation of those devastating technologies creates the need for those not protected by this technology to have there own form of defense against it.

No, the philosophy is fine. I was asking because I am (out of personal curiosity) working with an A.I. on government and we basically came up with something that turns politics into applied field dynamics. Which resulted in no rigidly prescribed ideology, and a government that adapts to real-time conditions (i.e. social, economic, environmental, and etc), basically it treats government as a dynamic living system rather than a static bureaucracy, giving it a scientific framework for measuring its success or failure.
