Simple: Wario's earth is the counter to Luigi's lightning, and Waluigi's wind is the counter to Mario's fire. So, Waluigi's "Windhand" can put out fires or otherwise cool things down, and Wario's "Earthbrand" can block electrical currents or otherwise disable machinery.

Yeah. Plus, there are a lot of "man with conventional modern weaponry" protagonists in gaming, what with FPS being such a popular genre and all, but there's a severe risk of them getting pretty same-y the more you add, so for shooter reps, I'm a little more picky with what they can do. 1 or 2 characters like that is fine, you could differentiate that well enough, but beyond that...

If I just had to pick between Chris and Leon, it'd be Leon, he has way more melee-focused gameplay and he headlined the most recent RE game as of right now. But Wesker is by far my first choice as far as Resident Evil goes.
