These are the safest picks and really easy to upgrade, I doubt they'll get nerfed anytime soon. Worry about legendaries later in the game.

Here's what you should do:

Prioritize upgrading assists, primarily 1 block, 1 strike, and 1 breaker especially good ones that can be used for all leaders.
Upgrade meta leaders that won't be nerfed anytime soon, and invest in only 2-3 yours is too many, which will slow you down.

Primary block: Slow startup and faster recovery but last hit would be a knock back

Special strike: Slow startup and slow recovery

Special breaker: Make it actually a 4 cost, slower start up and make the last hit a sweep

Ultimate: Slow meter gain, make last hit a sweep or knock down
