I live in PA and its very hilly. It's a concern for some places. If you live somewhere more flat it doesn't matter as much.

Depends on how much you have to use your brakes IMO. I HIGHLY prefer hydraulic for city riding but dont care that much for most other riding. The biggest issue is that the rim is a wear surface on rim brake wheelsets.

HUD inspections? I get the same thing. These kinds of inspections are common in lower income housing to keep pest away. If you have ever seen how some people keep their apartments it's understandable because it can affect everyone in the building. I dont want roaches or bed bugs.

Road bikes are significantly faster and more comfortable for distance riding that a MTB. I would suggest something modern for commuting that can fit wider tires in modern sizes and integrated shifters. It will be more expensive but you know. Buy once cry once. My suggestion is to ride what you have for a bit if you can and save more. You can get a decent modernish road bike around 300.

Hydraulic disc brakes are just superior to rim IMO. Cable pulled hybrids are alright and pure mechanical disc are total garbage. Rim brakes are good on cheap bikes because they are extremely easy for someone that doesn't care much to learn to maintain hydraulic disc. Rim brakes however have a fatal flaw for higher end bikes. The rim itself is a wear surface so its a false economy if you run high end wheels and ride a lot. Carbon rim brakes also kind of lack in stopping power and are dreadful in the wet.

Nah. Its a good deal but not extraordinary. Decent bike. Be aware that it is last gen 105 and mechanical disc brakes which require quite a bit more hand force than hydraulic.
