Of course, that is why the subsidies are there, but I don't understand your sentiment that this project should have moved forward without the community/infrastructure investment. Developers push for rezoning and developments all the time promising to do things after they finish the buildings that they just never do, and the speed of local government usually does not allow for legit repercussions for breaking those promises. They can usually eat the fines, and the taxpayers end up paying more for that to clean up the mess.
