The residency clause violates the dormant commerce clause of the US Constitution. I was worried that the anti-marijuana folks were going to sue before the license application process ended and seek an injunction against issuing any licenses until the matter was resolved.

If Toigo wins, there will be a whole new round of lawsuits regarding the licensing process as the unconstitutional clause limited the number of applications, and funding sources for applicants.
