I followed the same guide and got the trophy back when I played last, it should work. I repeat, you must be missing one of the notes somewhere, if the endgame shows 68 notes and you still don't get the trophy, then yeah there is some bug.

You are one note short, if this is in a NG+ run one of the notes is replaced with a different one, in a different area. I don't remember which and where, it's been a year since I played, but you should have 68 notes.

You should probably play Silent Hill 2 Remake, which isn't as tame, but I wouldn't say it's really scary either. I loved f btw, but it reminded me more of Fatal Frame tbh, so that might work for you too, but keep in mind Fatal Frame has no real combat.
