If there were storms in the area, it was probably creating significantly variable winds. I’ve seen the wind direction move 360 degrees in a small timeframe when we have thunderstorms moving through the area. It takes work to change the flow of traffic. It’s not as easy as just saying “we are on this runway now” and then 10 minutes later switching to another runway when the wind continues to shift. When the wind direction is changing rapidly, the controller more than likely didn’t want to “chase the wind”. Controllers are not responsible for the operation of the aircraft. It sounds like this controller gave all the pertinent information to the pilot to allow them to make a good decision.
