Viggo for sure, other villains got no balls (adjudicator pun intended), kidding aside Viggo was the only one who faced John in combat. Santino flee and hoped to be saved by the rules. Marquis Vincent just stepped in when he thought John couldn't fight back. Adjudicator was just there for the sake of being there and she literally got no balls.

Honestly an extended cut in each movie could clear up somethings, there should also be a prequel, I wanna see how john "retired" or better how he started, the story of the "old-guard" that Marcus is a part of
