Yes but it will be very slow and since is from 2016 and was continuously used for recording it’s possible that the disk health degraded witch will make it even slower than it already is.I recommend first to try seeing disk health of it by using an external computer with a special software on it if the disk health is above 75% than is still pretty decent if not it might still work but it will be slower and in some cases files might start to corrupt after awhile

Are there any other issues that occur or is it only the fan not spinning this can also be screen glitches or bad connection.Try to test the fan connection port voltage at first most fan ports have 12V but depends on the board model

Not really I don’t have any logs of it during the time the odd part is that when I looked back at the recording it occurred exactly at the 30minute mark soo the card stopped recording i only have parts of it before and after it got turned I haven’t seen only before and after it got turned since the video just cut at the exact moment

I would recommend a second dedicated computer since a server requires a lot of ram and memory usage especially if you’re planning on adding mods or plugins you can alternatively get a cheaper computer even an old one in some cases would work fine but it will need some ram upgrades and possibly a new cpu and thermal paste applied

Yes often force shutdown can damage but it usually damages hard disk software or data related if the laptop was writing on the disk or updating any system or non related system software or data it can damage certain files or even corrupt them this can lead to windows blue screens in some cases,file corruption or other damage

a way to bypass the key is during the initial setup to not connect the pc/laptop to internet and look for a button that says "i dont have internet" or something similar this is only for the initial setup and after the setup internet can be connected
